What is Pan-EU FBA?

Pan-EU (Pan-European) FBA is an Amazon program that enables sellers to store inventory across fulfillment centers in multiple European countries—including Germany, France, Italy, Spain, Poland, Sweden, and others—under a single enrollment. Amazon automatically redistributes your stock across its European FC network based on local demand patterns, cutting delivery times and improving Prime eligibility for customers across the continent.

VAT Obligations: The Most Important Consideration

The most significant complexity with Pan-EU FBA is VAT compliance. Because Amazon stores your inventory in multiple EU countries, you're considered to have a taxable presence in each of those countries. That means you must register for VAT individually in every country where your stock is held—typically Germany, France, Italy, Spain, Poland, and Czech Republic at minimum. This requirement is non-negotiable and must be managed before enrolling.

Pan-EU vs. European Fulfillment Network (EFN)

  • Pan-EU: Stock stored locally in each country—lower fees, faster delivery, but VAT registration in multiple countries required
  • EFN: Stock held in one country and shipped cross-border—simpler VAT, but higher per-order cross-border fees

To enroll, you need an active professional seller account and live listings on at least one European marketplace. Before sending inventory, engage a VAT compliance service or fiscal representative in each required country—attempting to manage multi-country VAT filings without specialist support is a common and costly mistake.
